The article emphasized that Vietnam has achieved encouraging results after nearly two years of implementing the 13th Party Central Committee’s Resolution on continuing to build and refine the law-governed socialist State of Vietnam in the new period.

To realize national development goals in an era that will see the Vietnamese nation rising, it is crucial to continue to renovate the methods of the Party's leadership and stewardship over the State and society. 

First, the legal system in a law-governed socialist state should constantly be fine-tuned to institutionalize the Party's guidelines and policies, promote democracy, serve the people, and recognize, respect, ensure, and protect human rights and citizens’ rights. 

To this end, there should be an effective mechanism to oversee the institutionalization of the Party's guidelines and policies into State laws. At the same time, there should be a strict, scientific, and democratic law-making process  to ensure that policies and laws fully reflect the will and aspirations of the people; protect state interests and the legitimate rights and interests of organizations and individuals; encourage innovation; and attract all resources for development. 

Second, to improve state management of society by law in the law-governed socialist State of Vietnam, it is necessary to simultaneously strengthen the rule of morality and the rule of law. As the rule of law is a manifestation of a law-governed socialist state, Party members and cadres must set good examples and take the lead in abiding by law. 

Third, in the law-governed socialist State of Vietnam, the people are identified as the masters, and the State operates under the principle of “people know, people discuss, people do, people inspect, people supervise, people benefit." However, to have real democracy, it is necessary to renovate and improve the activities of grassroots Party cells to ensure that their operations are substantive and effective. 

Party leader and President To Lam expressed his belief that under the leadership of the Party, the promotion of socialist democracy and each citizen's active and proactive engagement in the law building and perfecting process and respect for the law will create the strength for the entire political system to complete national socio-economic development goals, ensure national defense and security, and bring the country into the era that will see the Vietnamese nation rising.
