Mr Chinh was speaking at a conference on an action program to implement the Politburo’s Resolution on socio-economic development and defense and security assurance in the Red River Delta and regional investment promotion in Ha Long city.

He underscored the need to perfect a planning institution and the current regional linkage policy by combining action and learning from Vietnam’s experience, especially the experience that have been accumulated in the planning process.

“Planning plays an important role and should create new motivation, new momentum, a new development space, new inspiration, and new added value. If there is good planning, there will be good projects and good investors. In that way, we can increase the added value of the locality,” said the government leader.

PM Chinh also urged greater efforts to promote economic restructuring, the marine economy, and urban systems and socio-economic infrastructure, while turning the region into a leading science and technology center associated with innovation and the digital transformation of Vietnam.

He called on investors, businesses and development partners to work closely with the Government and adopt long-term and sustainable business strategies. All levels, sectors, and localities should work to build a favorable, safe, and transparent environment for investors, Mr. Chinh said.
