Speaking at the first Vietnam-Japan Local Cooperation Forum in Quang Ninh province on Tuesday, PM Chinh emphasized the importance of placing enterprises and citizens at the center - as the subject, objective, driver, and main resource of cooperation to deliver better jobs, higher incomes, and stronger skills.
He added that cultural exchange and mutual understanding should form the foundation of long-term cooperation, while innovation and digital transformation should become the new engines of growth in ties between localities.
The PM called on both sides to promote cooperation models in digital technology, AI, smart cities, and start-up incubators.

“We look forward to Japan sharing more experience and supporting Vietnamese localities and businesses in building innovation ecosystems, accelerating digital transformation in local governments, and strengthening policymaking and governance capacity in priority areas such as AI, mobile infrastructure, and semiconductors,” he said.
PM Chinh affirmed that the Vietnamese Government will continue working closely with Japanese localities and investors, calling on them to maintain their trust and long-term commitment to Vietnam’s development.
In her online message to the Forum, Japanese Prime Minister Takaichi Sanae pledged Japan’s continued cooperation with Vietnam in its reform efforts toward further economic growth, stressing that the two countries can jointly build a sustainable future in the spirit of “co-creation.”
