Delivering a keynote speech at the 20th Congress of the Thanh Hoa provincial Party Committee for the 2025-2030 tenure, the PM underlined the importance of building a clean and strong Party and political system, and efficiently operating the new two-tier local government model.

He said Thanh Hoa must focus on developing four economic growth hubs – Nghi Son, Sam Son, Bim Son, and Lam Son – through mechanisms and policies that will turn them into key economic engines, and accelerate infrastructure development, especially in transportation, regional connectivity, digital networks, tourism, and services, while harnessing science and technology to effectively tap marine and underground resources.

Mr. Chinh also urged Thanh Hoa to build a peaceful, stable, cooperative, and prosperous border with Laos, and make its border gate economy a driver of regional growth.

In the 2020–2025 term, Thanh Hoa’s GDP growth rate averaged 10.24% a year, ranking fourth nationwide. Its economic structure shifted toward industry and construction (51%) and services (37%) and away from agriculture. Its annual revenue consistently placed the province among the top ten localities nationwide.
