The decree stressed the increasing importance of national defense. It says Russia needs to calculate the world’s long-tern trend and effectively use its competitive advantages to protect Russia from domestic and foreign threats, including unfriendly actions from other countries. The decree said the construction of NATO’s military infrastructure near Russia’s border and NATO’s increasing intelligence activities are threat to Russia.
