Forces and means must be mobilized, by all means, to reach all households isolated by floods and landslides, emergency relief with food, and necessities be promptly provided to households in deeply flooded areas, those who lost their homes and properties, the dispatch said, adding nobody is left hungry, thirsty, or cold.

The PM’s dispatch stressed the need to search for missing people, rescue the injured, and assist with funeral arrangements for the deceased, while visiting, encouraging, and supporting affected families, especially those with deceased, missing, or injured members. Quickly restore essential services to ensure accommodation, places of study, medical examination and treatment, electricity, water, telecommunication, and production and business recovery before November 30, 2025, it said.

People must be helped to repair their houses and a report on this matter must be completed before November 30, 2025. The rebuilding and resettling of households whose houses have collapsed, washed away, or been severely damaged must be reported before January 31, 2026.

In localities, post-flood disease prevention is being proactively carried out, according to Nay Phi La, Director of the Department of Health of Dak Lak province.

“As the water receded, epidemic prevention work has been underway, including spraying disinfectants, cleaning up, concentrating on areas with many animal carcasses, and helping people treat domestic water sources. The Department of Health deployed more than 60 staff to all communes most affected by the flood, without waiting for the water to recede completely. We mobilized human resources from communes that were not flooded to support flood-affected areas. Before the flood, we planed to relocate patients and medical equipment to higher areas, so now this plan is being implemented aggressively,” La said.

In Gia Lai and Khanh Hoa provinces, the Department of Health sent personnel to the communes to carry out environmental disinfection, treat domestic water sources, and help locals to stabilize their lives.
