Restructuring state apparatus towards state governed by law

(VOVworld)-The Vietnam Union of Friendship Organizations (VUFO) held a conference in Hanoi yesterday/ on Thursday to  comment  on  draft amendments to the 1992 Constitution. Participants confirmed the leadership role of the Party, the role of the Fatherland Front and the citizens’ rights to housing and right to life. They said there should be cross-check between state agencies in the exercise of the legislative, executive and judicial powers.  Professor Tran Ngoc Duong, former Deputy Head of the National Assembly Office said: “The new point of the draft amendments is to  define  the orientation of building a state governed by law. The draft Constitution makes clearer the principle of assignment, coordination, and control among state agencies and their functions in the exercise of the legislative, executive and judicial powers. The draft amendments of the 1992 Constitution defined  the National Assembly as the highest organ of state power with the legislative power, while the Government  has the executive power and the People’s court has the judicial power.”
