(VOVWORLD) - The Ministry of Industry and Trade has presented a proposal outlining mechanisms and policies for constructing Vietnam’s first nuclear power plant in Ninh Thuan province.

At the National Assembly’s ongoing extraordinary session in Hanoi on Friday, Minister Nguyen Hong Dien proposed that multiple processes take place simultaneously, including negotiating agreements with partners, preparing documentation, and securing investment policy approvals.
The proposal also involves the selection process for investors and contractors, advocating a turnkey contract approach and direct appointment of contractors for the main plant construction through intergovernmental agreements.
“The Ninh Thuan nuclear power plant is an important project involving advanced technology that only a handful of countries possess. As the first nuclear power project in Vietnam, it will require substantial investment, so special policies are needed to shorten the completion timeline,” said Minister Dien.
Le Quang Huy, Chairman of the National Assembly’s Committee on Science, Technology, and Environment, urged the government to thoroughly assess potential risks and implement measures to mitigate them. He also recommended establishing clearer contractor selection criteria, commitments to technology and maintenance, and plans for technology transfer following project completion.
