(VOVWORLD) -On the 79th anniversary of Vietnam's National Day (September 2), General Secretary of the Central Committee of the Communist Party of Vietnam and President To Lam wrote an article entitled "Digital transformation – An important momentum for developing productive forces, perfecting production relations, and steering the country into a new era."

To open the article, General Secretary and President To Lam affirmed that immediately after gaining power, the Communist Party of Vietnam was deeply aware of the importance of developing the productive forces and gradually improving and perfecting production relations. This process takes place through many stages, reflecting the continuous movement and development of the Vietnamese Revolution.
Entering the 21st century, Vietnam has recorded great achievements in socio-economic development. However, Vietnam is also facing great challenges of the Fourth Industrial Revolution with many profound changes in the productive forces, requiring a revolution with strong, comprehensive reforms to adjust production relations and create new impetus for development. It is a digital transformation revolution, applying science and technology to restructure production relations in line with the outstanding progress of the productive forces.
In the article, the top leader emphasized that digital transformation is not only the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method – "digital production method". The digital transformation process needs to be carried out comprehensively and coordinately, both promoting the strength of modern production forces and being suitable to the specific conditions of Vietnam in the new era. On that basis, General Secretary and President To Lam pointed out a number of key tasks.
First, it is to perfect the institution and legal system, focusing on building a legal corridor for the digital economy, creating a foundation for Vietnam to seize opportunities from the Fourth Industrial Revolution.
Second, maximize all social resources, strongly attract domestic and foreign capital for the development of science, technology and innovation. A breakthrough mechanism is needed to attract domestic and foreign talents, build a strategy to develop human resources with knowledge, skills and innovative thinking to meet the requirements of the digital economy and the Fourth Industrial Revolution.
Third, reform and build a streamlined, effective and efficient state apparatus, ensuring unity in state management and promoting the initiative and creativity of localities. The goal is that by 2030, Vietnam will be in the group of 50 leading countries in the world and ranked 3rd in ASEAN in terms of e-government and digital economy.
Fourth, ramp up the application of digital technology in all industries and fields, creating new business models. Develop digital citizens, equip people with the necessary knowledge and skills to effectively participate in the digital economy and digital society, ensuring that no one is left behind.
Concluding the article, General Secretary and President To Lam said he believes that Vietnam will definitely succeed in delivering the digital transformation revolution, creating a breakthrough in developing productive forces and perfecting production relations, steering the country to excel in the new era.
