A spokesperson for Secretary-General António Guterres told reporters that diplomats who are doing their work should never be shot at, attacked in any way, shape or form, and their safety, their inviolability, must be respected at all times.
France, Germany, Belgium, Italy, the Netherlands, Portugal, Spain, Canada, and Uruguay have summoned Israel’s ambassadors or said they would raise the issue directly.
In a post on social media platform X, French Foreign Minister Jean-Noël Barrot called the warning shots "unacceptable" and said that the Israeli ambassador will have to provide an explanation.
Spanish Foreign Minister José Manuel Albares also wrote on X that Spain will summon the Israeli Ambassador in Madrid in response to the Israeli army’s unacceptable warning shots at diplomats of Spain, the European Union, and several other countries.
Brazil issued a warning about potential diplomatic consequences if such actions are repeated, urging Israel to respect the principles and norms of the 1961 Vienna Convention on Diplomatic Relations, which includes the inviolability of diplomatic personnel.
Venezuela described Israel’s actions as an “act of aggression” and a “serious violation of international law”.
