(VOVWORLD) - Throughout Vietnam’s development, education has been a primary priority and a key driver of sustainable growth, human resource quality, and national competitiveness. The Politburo’s Resolution 71 on breakthrough reforms in education and training reflects a strong commitment by the Party and the State to putting people at the center of development and ensuring fairness and learning opportunities for all citizens.

Adopted by the Politburo on August 22, 2025, Resolution 71 sets out clear objectives, tasks, and solutions. Its most notable highlight is the principle of “ensuring equity and access to education for every citizen”. This reflects the consistent view of the Party and the State that education is a fundamental right and a vital driver of sustainable development.
Profound humanitarian values
According to the Resolution, fairness in education means that no one is left behind; regional and socio-economic gaps are bridged; each individual is given an equal opportunity to grow; and all learners are guaranteed a quality learning environment. At the National Conference on the Implementation of Party Resolutions in Hanoi on September 16, Prime Minister Pham Minh Chinh underscored this core principle.
The Prime Minister said: “We emphasize equal access to education. People in remote, border, and island areas, as well as ethnic minorities, must have the same education opportunities as everyone else.”

Resolution 71 affirms the humanitarian values and the strategic vision of Vietnam’s education policy, stressing that breakthroughs in education must “begin with renewing mindset, awareness, and institutional frameworks”, which means changing the way education is managed. Educational equity is not just about equal rights to schooling but also about equal access, learning conditions, and ability to benefit from education.
Deputy Minister of Education and Training Pham Ngoc Thuong said: “The breakthrough must begin with a transformation in mindset, perception, and institutions. The objectives are clear, specific, ambitious, and revolutionary, with three phases – 2025-2030, 2030-2035, and 2035-2045 – accompanied by eight practical, feasible breakthrough solutions.”
Educational equity promotes humanitarian values and unlocks the potential, intellect, and aspirations of every individual, creating collective strength for the nation. Ngo Mau Tinh, Vice Principal of Lam Thuy Boarding School for Ethnic Minority Primary and Lower Secondary Students in Quang Tri province, said: “With Resolution 71, we believe Vietnamese education is entering a new era of strong development during which learners will be empowered to grow, teachers will be respected and supported, and schools will be strengthened to enhance quality. This reflects our determination to build a renewed, humane education system.”
From slogan to action
Resolution 71’s eight groups of solutions prioritize investment in educational infrastructure, expand digital technology and online learning, enhance vocational training, and advance policies for the poor, people with disabilities, and out-of-school children. This translates the motto “leave no one behind” into concrete action.
The Resolution charts a path toward a “learning society” and lifelong education. In the context of globalization, digital transformation, and the Fourth Industrial Revolution, knowledge is a vital national resource. Education must go beyond classrooms and encourage continuous, flexible, ubiquitous learning. It calls for mechanisms and policies that encourage every citizen to engage in lifelong learning to promote adaptability, creativity, entrepreneurship, and global integration. This aligns with modern development trends and brings Vietnam closer to its vision of becoming a knowledge-based society.

Party General Secretary To Lam said: “Investment in education is investment in the power of the people and the future of the nation. It’s the key of all keys, drives productivity growth and national competitiveness, and nurtures development aspirations.”
Resolution 71 is a declaration of Vietnam’s aspiration to advance through knowledge. When every citizen has an opportunity to learn, and when educational equity is guaranteed, Vietnam will be able to unlock the full potential of its people and realize its vision of becoming a prosperous, powerful nation.
