(VOVWORLD) - The Party Central Committee met in Hanoi on Thursday and Friday to discuss key issues, including a review of Resolution 18, which focuses on streamlining the political system for greater efficiency and effectiveness. The outcomes of this Resolution are crucial for comprehensively reforming the apparatus, unlocking production capacity, and creating conditions to fully harness human resources.

High consensus in the Party and people
The Politburo and the Secretariat have urgently directed the implementation of Resolution 18 and arrangement of a new organizational model with systematic steps and roadmaps in compliance with Party regulations and guideline.
In just two months, the Politburo and the Secretariat have issued 21 conclusions and decisions. The Central Steering Committee on reviewing Resolution 18 has released 39 documents on this issue.
Party organizations, Government and National Assembly agencies, and central-level socio-political organizations have taken the lead in refining their functions and tasks, restructuring their apparatus in alignment with the Party's directives.
The Government has implemented policies to ensure the rights and interests of cadres, Party members, State employees, and workers. These measures help alleviate concerns and create favorable conditions for the restructuring process.
Localities have proposed plans to reform, close, or merge agencies according to the Party’s orientation.
The summary of Resolution 18 and the reorganization of the political apparatus have received high consensus and support from cadres, Party members, and ordinary people.
The restructuring work under the authority of the Politburo and the Secretariat was immediately implemented in accordance with the principle that "the central level does not wait for the provincial level, the provincial level does not wait for the district level, and the district level does not wait for the grassroots level". Last month, the Politburo and the Secretariat announced a decision on the functions, tasks, and organizational structure of 3 Party Commissions, 4 Party public service units, and 6 socio-political organizations.
Party leader To Lam said: “As of now, many tasks have been completed ahead of schedule, in line with the direction set by the Party Central Committee. The swift and seamless implementation is largely attributed to the results of organizational reforms carried out in previous terms. Practical issues have been thoroughly assessed, and cumbersome, overlapping, and ineffective matters have been identified. The Party Central Committee’s decision to restructure the apparatus has garnered strong consensus within the Party and among the people, as these issues are considered "ripe and clear."
The Party Central Committee gave opinions on the Politburo’s Summary Report on Resolution 18 and the plan for streamlining the political apparatus, which includes bold reform measures such as reducing central agencies, eliminating intermediate bodies within the Party, National Assembly, and Government, and proposing the removal of district-level police from the People’s Public Security system.
Involvement from central to local level
Reports delivered at Tuesday’s meeting of the Central Steering Committee showed that 119 department-level agencies of the Party, the Vietnam Fatherland Front, and socio-political organizations had been reduced. 5 ministries and ministerial-level agencies and thousands of other agencies from central to districts level are scheduled to be reduced.
Streamlining the apparatus is a consistent principle that reflects the strong unity and political resolve of the Party and State. While the recent results are significant, they mark only the beginning. Vietnam will continue to study and refine its structure to ensure sustainable and effective operation in support of national development goals.
