At the launching ceremony of the “Digital Literacy for All” campaign for 2025–2026, Vice Chairwoman of the municipal People’s Committee Tran Thi Dieu Thuy said the target is for 100% of adults to have basic knowledge of digital technology and be able to use smart devices to access essential digital services.
To achieve this goal, community digital technology teams will guide residents in using key applications like Ho Chi Minh City Digital Citizen, VNeID, VssID, e-wallets, and cashless payment platforms. They will visit every home to help residents access and use digital apps. Models like Digital Families, Digital Ambassadors, and Morning Coffee with Citizens will be expanded.
Hands-on learning activities will be organized at cultural houses and community centers. These simple, practical, easy-to-understand programs will follow the motto “Learn quickly, apply immediately, and use effectively”. The city expects every citizen, even the elderly, to confidently use smartphones, small traders to sell their products on e-commerce platforms, and students to access online information resources.

Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, said its community digital technology teams and Digital Citizen app provide new channels for citizens to provide feedback and help the city improve its public services.
“The digital transformation movement will be spread to every household and encourage every person to be a driving force of digital transformation. Citizens can register for and pay for public services online, and take advantage of the convenience of VNeID and the Ho Chi Minh City Digital Citizen app,” said Ms. Trinh.
Community digital technology teams have been deployed to 168 wards, communes, and special zones across the city. The Digital Literacy for All is a mass campaign to promote the city’s sustainable development in the digital era. It is bringing science, technology, and innovation to people’s daily lives, and has become a new driver of economic growth in the new period.
