Socio-economic reports, plans delivered at Party Central Committee’s 13th session

(VOVWORLD) - The 13th session of the 12th Party Central Committee opened in Hanoi on Monday. At the opening session, Party General Secretary and President Nguyen Phu Trong stressed the need to focus discussion on the socio-economic situation in 2020, the plan for 2021, documents for the 13th National Party Congress, and a personnel plan for the next Party Central Committee.

Regarding the socio-economic situation in 2020-2021, the Party Central Committee analysed socio-economic issues and state budget spending and collection amidst rapid and unexpected challenges in the region and the world. The COVID-19 pandemic which is spreading with no end has led to the worst global recession since the 1929-1933 crisis.

2020 is an important last year of implementing the 5-year-plan from 2016-2020.  Vietnam will begin another 5-year socio-economic development plan from 2021-2025 and a 10-year strategy from 2021-2030 with a vision to 2045.

Party General Secretary and President Nguyen Phu Trong said: “Correct assessment of the national socio-economic situation since the beginning of the year and the forecast for 2021 will be an important foundation for ensuring a positive and comprehensive conclusion and create strong consensus in the Party and the public regarding the fulfillment of socio-economic tasks and resolutions set by the 12th National Party Congress. It will lay a foundation for successfully implementing the socio-economic development plan for 2021 and create momentum for the national socio-economic plan from 2021-2025 and the 10-year strategy from 2012-2030.”

Mr. Trong asked the Party Central Committee to thoroughly analyze Vienam’s socio-economic achievements, shortcomings, and reasons since the beginning of the year and draw lessons for the future.

He said it’s necessary to give objective and comprehensive assessments of the negative impacts of the COVID-19 pandemic, the global economic recession, and major fluctuations in the world on Vietnam’s socio-economic development goals.

He called for “maintaining production and trade activities, generating more jobs, ensuring social welfare, and gradually recovering economic growth to stabilize the macroeconomy and improve the quality of growth, social order and safety, sustainability in socio-economic development, national defense, political stability, and a peaceful environment.”

Mr. Trong said: “We need to carefully analyze the lessons of our achievements and failures in leading pandemic prevention and control and socio-economic development in the new situation. We need to assess guidelines of Party Committees, government agencies, ministries, and localities, the support of the National Assembly and People’s Councils, the participation of the political system, as well as public unity, responsibility, and mutual support.”

Party General Secretary and President Nguyen Phu Trong asked the Party Central Committee to study and forecast the socio-economic situation for the rest of 2020 and the next 2 years, particularly the effect of the pandemic and other global developments on all sectors.

The session will set overarching goals and tasks for Vietnam’s socio-economic development in 2021 and the following years.
