The Dai An Company in Hai Duong province is interested in investing in Dien Bien. It recently conducted a survey to develop new urban areas in Dien Bien Phu city, medicinal plants under the forest canopy in Tuan Giao district, and a number of eco-tourism areas.

Truong Tu Phuong, the company’s Chairwoman, said they find it a necessity to take greater responsibility for ethnic minority people and are keen on urban development to help Dien Bien become a class II city by 2025.

The Phan Nhat Tea Company in Dien Bien Phu city has built a 20-hectare raw material area in Muong Ang district.

Phan Xuan Nhat, the owner of the Phan Nhat Dien Bien tea brand, said that, since the establishment of the raw material area, the company has followed the organic tea production model. As a result, its products are now listed as specialties of Dien Bien province.

“We are aware of the need to turn out the best products to create good value for Dien Bien,” said Nhat.

Over the past two years, Dien Bien province has licensed 42 investment projects in hydroelectricity, trade-service, agriculture-forestry, and urban residential areas, with a total registered capital of 700 million USD.

According to Bui Van Thang, Deputy Director of the provincial Department of Planning and Investment, Dien Bien has adopted comprehensive solutions to attract investment resources inside and outside the locality.

The focus has been on high-tech agricultural production; organic agriculture; the processing and supportive industry; clean, renewable energy; and urban infrastructure in Dien Bien Phu city. Thang noted that investment promotion has been combined with socio-economic development planning.

Dien Bien province has periodically organized meetings with the Business Association and investors to review the implementation process and address pending issues, said Thang. He noted, “The focus has been on improving the Provincial Competitiveness Index to attract more investment in the hope that the number of projects and total registered investment capital will increase year by year.”

Dien Bien has identified investment attraction as a key to reaching its goal of developing sustainably by 2025. Le Thanh Do, Chairman of the provincial People's Committee, said Dien Bien will pay special attention to improving the local investment and business environment to lure more investment.

Dien Bien province will further enhance the responsibility, initiative, and creativity of officials and civil servants, especially the heads of the agencies in charge of resolving administrative procedures for people, businesses, and investors, according to Do.

“We’ll continue to improve our human resource training index to provide personnel of high quality and responsibility for businesses and their projects,” Do said.

Dien Bien is combining investment resources from the state budget and other economic resources for infrastructure and urban development and implementing the newly approved plan until 2030 with an orientation to 2050.
