Hai Phong rose to the top position for the first time with 74.84 points, ending Quang Ninh's six-year streak of being at the top, thanks to its strong efforts in administrative reform and investment attraction. The following localities in the top 5 include Quang Ninh (73.20 points), Long An (72.64 points), Bac Giang (71.24 points) and Ba Ria-Vung Tau (71.17 points).
The report is based on a survey of nearly 10,000 businesses across Vietnam. Nguyen Van, Vice Chairman of the Hanoi Support Industry Business Association, said the PCI report serves the business community as a basis for focusing investment resources.
“From a business perspective, we highly appreciate the index’s evaluation of administrative procedure reforms and its sustainable development and green growth indicators at the provincial and municipal level. Administrative reform plays a key role in attracting businesses to localities. This report provides us with a concrete basis for concentrating investment resources and collaborating with provinces and cities nationwide," said Van.
The report also delivers business assessments of local authorities’ efforts in environmental management and protection, promoting green investment, and encouraging green business practices. It offers recommendations for provinces to enhance green growth and pursue sustainable development.
