The 2nd phase will start with the lifting of embargoes in place against Cuba for the past half century. Mr. Canel said Cuba and the US have made progress in their relations normalization but this is a long process that will take time. He pointed out that bilateral relations will not be fully normalized as long as embargoes still exist.

Cuba and the US announced they would normalize bilateral ties last December and since then have held talks to accelerate the process of re-establishing relations. As they work out issues around reopening their embassies, Havana has been urging the US to remove Cuba from its list of countries supporting terrorism.

US President Barrack Obama plans to meet Cuban President Raul Castro when the two leaders attend the 7th American Summit in Panama this Friday and Saturday.
