This will include 60 million for shelters and heaters and 100 million for repairs and restoration, and will be taken from frozen Russian assets.

Von der Leyen said a power plant being dismantled in Lithuania will be rebuilt in Ukraine, where 80% of the nation’s thermal power plants have been destroyed. The EU aims to restore 3.5 GW of electricity capacity, which will supply 15% of Ukraine's needs, she said.
