Prior the summit, several EU leaders met with Turkish Prime Minister Ahmet Davutoglu to discuss a proposal to resettle Syrian refugees directly from camps in Turkey under a voluntary program. The plan is expected to reduce a flow of refugees crossing the sea and help resolve differences between European countries over allocations of refugees.

At the summit, leaders discussed the Ukraine crisis, Greece’s economy, the fight against terrorism, the European Commission's proposal for a beefed up joint border force, and an expansion of sanctions on Russia.
