(VOVworld) – The National Assembly’s deputies continued to discuss the revised laws on Personal Income Tax and Local Mediation. Voters concern over reduction in Personal Income Tax and exemptions for individuals.

The Finance Ministry has drawn up a sliding scale of charges for the Government to submit to the NA for approval, which suggests raising the taxable threshold for individual taxpayer from 4 million VND/month to 9 million VND/ month, and a reduction for each dependant of between 1.6 million VND/month to 3.6 million VND/month. The decision to revise the state budgets collection has widespread support from voters.

The revised law on Mediation acknowledges the key role the Fatherland Front and its member organizations play in mediation work. Ngo Thi Minh is a deputy from Quang Ninh province. "Mediators are often members of social organizations such as the Fatherland Front, Youth Union, and local Women’s Unions. It’s difficult to find mediators which are prestigious, persuasive, and good role models in the office and at home. It’s much better if they have some legal knowledge."

During the morning session, population planning and management and a financial mechanism for Hanoi were the two key items under discussion. The Capital bill will now be submitted to the National Assembly for approval.

The deputies said the NA should promptly adopt the Capital bill to create a legal framework for Hanoi’s future development on a par with other modern capital cities around the world. Nguyen Lam Thanh, a deputy from Lang Son province, says: "The capital should have a management mechanism for achieving its targets. I agree that Hanoi should have a specific individual financial mechanism. The capital’s budget estimates should be based on budget allocations for central cities and provinces as well as its own fund."

Some deputies said that the Government, ministries, and localities nationwide are responsible for prioritizing the capital’s development. And the municipal authority and city’s residents should be models for carrying out the capital’s socio-economic tasks in the future.
