The new law covers the collection, storage, use, and sharing of personal data, stipulating measures to protect the data at each stage. The law, aligned with global trends in personal data protection, will increase Vietnam’s international credibility.
Le Tan Toi, Chairman of the National Assembly’s Committee for National Defence, Security, and Foreign Affairs, said, “The revised law passed during this 9th session was carefully amended after collecting and considering public feedback.”
“It is consistent with the existing legal framework and compatible with international treaties to which Vietnam is a signatory. It introduces a unified definition of cross-border personal data transfers that is in line with the Data Law,” said Toi.

NA deputies discussed on Thursday the draft Law on the State of Emergency. 25 years ago, the National Assembly Standing Committee promulgated an Ordinance on the State of Emergency. It was classified “high-level confidential”, making it largely unknown to the public. In 25 years, Vietnam never declared a state of emergency under that ordinance.
Lawmakers say the new law is necessary to fully institutionalize the Party’s recent views, concretize certain provisions of the Constitution, address limitations and shortcomings in existing policies and laws governing emergency situations, and meet practical requirements of the current situation.
Under the new law, the National Assembly Standing Committee will have the authority to declare a state of emergency. The President will be responsible for officially announcing the state of emergency.
