(VOVWORLD) - The National Data Association made debut on Saturday and successfully held its first National Congress for the 2025-2030 term.

Speaking at the event, General Secretary To Lam emphasized that the Party and the State have long recognized the strategic importance of data. Most recently, the Politburo issued Resolution 57, identifying data as the core of digital transformation and a key driver of national development. The resolution also proposes pilot policies to establish an initial legal framework for fostering data development and utilization.
The Party leader said in such a context, the establishment of the National Data Association holds significant importance, serving as an "extended arm" of the Party and the State and acting as a "pioneer" in implementing Resolution 57, making Vietnam a digital nation driven by data.
General Secretary To Lam urged the Association to focus on completing the legal framework for data governance, ensuring seamless circulation, connectivity, sharing, and maximum utilization of data while maintaining data security, safety, and sovereignty and playing a key role in building, developing, leveraging, and enriching national data resources.
The Party leader said: "We need to master and advance core data technologies, including artificial intelligence, big data, blockchain, and cloud computing. I particularly emphasized the Association’s role in some key programs and initiatives. We must develop a data market for sustainable development, establishing a national data market, implement a data platform to support research, startups, and innovation, and provide data-related products and services to drive socio-economic growth."
"We need to develop a National Open AI Platform, enabling businesses to easily access and apply AI, while also promoting data literacy among citizens. We need to enhance public awareness, knowledge, and skills related to data, particularly regarding personal data protection and legal compliance." said the Party leader.

The Party leader asked the Association to prioritize, encourage, and create mechanisms that enable "Make in Vietnam" data technology products to compete effectively in the market.
At the Congress, Minister of Public Security General Luong Tam Quang was elected as President of the National Data Association for the 2025-2030 term.
