In his concluding remarks, General Secretary Lam outlined six major directions for the Steering Committee and ministries, sectors, and localities to implement. He stressed the need to clearly define the goal of developing strategic technologies coupled with the national development strategy.

“The identification of Vietnam's strategic technologies needs to be based on three fundamental factors: enhanced competitiveness of the economy; the advantages and potential of domestic industries; and the possibility for forming value chains and markets for technology products. Businesses must truly become the center of the technology ecosystem. Policy mechanisms must be designed to strongly encourage businesses to invest in science, technology, and innovation, especially in the private sector,” Mr. Lam said.

The General Secretary called for a strong reform of the organizational model for implementation with clear definition of responsibilities of leaders, as well as an emphasis on high-quality human resources and the innovation ecosystem.

Strategic technology development cannot be delayed any longer, he said, adding the entire political system must act more aggressively and effectively.
