As travel to the island depends heavily on weather conditions and sea transport, early voting was organized in accordance with the law to ensure favorable conditions for officers, soldiers and workers stationed there to fully exercise their rights and civic duties.

Voters included officers, soldiers and workers currently assigned to units on the island. On election day, fishermen and fishing vessels operating in nearby waters will also be allowed to cast their ballots on the island, ensuring they can fulfil their civic rights and responsibilities.
