Top diplomats also discussed a specific time for the ceasefire to take effect, as well as the evacuation of civilians from hostility zones. They agreed that military force was not an effective way to peace in Syria. Russia, Iran, and Turkey also stressed the importance of political measures, saying tasks to resolve the Syrian crisis were in line with related United Nations attempts to end the violence in Syria.
