At a meeting in Hanoi, Deputy Prime Minister Dung called for a review of Party guidelines and policies on enterprise development, a reassessment of the legal framework governing SOEs, a removal of existing bottlenecks, new methods for evaluating enterprise performance, and a comprehensive review and refinement of the strategic orientations and development strategies of SOEs.
“SOEs will focus on three key strategic missions relating to national security, public goods and services that the private sector does not undertake, and strategic industrial sectors,” said Mr. Dung.

He noted, “SOEs should play a pioneering role in advancing technology and infrastructure to improve national competitiveness. We need to implement the resolution effectively to ensure transparent governance of SOEs in line with international norms and standards. And resources must be consolidated to invest in critical sectors.”
