(VOVWORLD) - Prime Minister Pham Minh Chinh has stressed that fine-tuning institutions is one of the three breakthroughs and major policies of the Party as sound institutions will create momentum for national development.

Addressing the national conference on law and resolution implementation which was connected with 63 cities and provinces on Tuesday, the PM said: "We need to improve the quality of law-making according to the set schedule, strengthen the removal of difficulties and obstacles to fine-tune the law-making process, and consolidate the mechanism of decentralization and delegation in a reasonable, appropriate, feasible but effective manner in the coordination between agencies in the political system as well as in law-building and enforcement. It is also crucial to boost the dissemination and education of law to help people understand and enforce the law."

The Prime Minister requested that provinces and cities issue plans to implement laws and resolutions. National Assembly Committees and National Assembly deputies are encouraged to closely coordinate with the Government, ministries, and branches to strengthen supervision activities, he said.
