South Korea accused North Korean soldiers of planting the mines. Mr Ban urged North Korea to fully abide by the Armistice Agreement and conduct high-ranking dialogue. The South Korean President’s Office asked North Korea to send apologies and punish those who were responsible for the mine blast. South Korea’s Army has resumed broadcasting propaganda messages across its border with the North after a decade.
