The UN said the 4-year war in Yemen has killed tens of thousands of people and millions of others are facing famine. Lise Grande, the UN's humanitarian coordinator for Yemen said in February at a UN conference, countries pledged 2.3 billion euros, but so far less than half that amount has been received.

Out of 34 programs planned for 2019, only three have been funded for the entire year. The UN Deputy Secretary General in charge of humanitarian affairs and aid has especially called on Saudi Arabia and the UAE who have contributed a small amount of their commitment of 750 million USD to the Yemen Humanitarian Response Plan for 2019.
