His speech focuses on world and regional situation; Vietnam's guidelines, policies, achievements and development orientation; and vision of Vietnam-India comprehensive strategic partnership.

The Prime Minister said the global issues call for a comprehensive mindset, requiring all countries and multilateral institutions to persist in dialogue and cooperation more than ever in the spirit of solidarity and unity in diversity to find effective, inclusive, and global solutions.

He emphasized that the solidarity, cooperation, and friendship between Vietnam and India must be continuously strengthened and developed, becoming a positive factor contributing to the peace, stability, cooperation, and development in the region and the world.

Highlighting theory of Vietnam’s renewal (Doi Moi), PM Chinh pointed out Vietnam's six key policies including a foreign policy of independence, self-reliance, multilateralization, diversification, being a friend, a trusted partner, and a responsible member of the international community for the goals of peace, cooperation and development in the region and the world; and a foreign policy imbued with the identity of "Bamboo diplomacy with solid root, strong trunk, flexible branches".

Mr. Chinh detailed Vietnam’s achievements after nearly 40 years of Doi Moi process, saying from a poor and backward country devastated by war, Vietnam is now a developing country with middle income, one of the 35 economies with the largest GDP sizes in the world, one of the top 20 countries in terms of trade and among the 46 leading countries in innovation index. The country's per capita income was 4,300 USD in 2023, rising nearly 60 times from the level at the beginning of Doi Moi process.

Vietnam’s average growth reaches over 6.5% annually, belonging to the group of countries with high growth rates. Social security and people's lives are improved; social and political stability as well as national defense and security are strengthened; and foreign affairs and international integration have been bolstered.

Sharing future vision, orientation, and key solutions, PM Chinh said Vietnam is focusing six areas, including maintaining macro-economic stability, managing inflation, promoting growth, and ensuring major economic balances; stepping up industrialization and modernization and restructuring the economy; renewing traditional growth engines and fostering new ones; optimizing the use of both internal and external resources; ensuring social welfare, environment protection and climate change adaptation; strengthening national defense-security and promoting external relations and global integration to create an environment conducive for national development.

The Prime Minister expressed his confidence in the bright prospects of Vietnam-India relationship, which he said will continue to "bloom under peaceful skies".
