The Party leader said intellectuals, scientists, and artists have always been a pioneering force in enlightening the people, developing revolutionary theory, and applying science, technology, and innovation.
Failing to master new technology means falling behind
Knowledge is the most important resource for national advancement and the new energy of the 21st century. The Fourth Industrial Revolution, digital transformation, AI, biotechnology, and renewable energy are profoundly reshaping every aspect of society. According to General Secretary To Lam, without timely adaptation and mastery of these forces, Vietnam risks being left behind.
“More than ever, the role of intellectuals, scientists, and artists who inspire knowledge and creativity is crucial. These individuals are “engineers of the soul,” “architects of the future,” reporters of Vietnamese people’s potential, and also guardians and ambassadors of Vietnamese values, spirit, and identity in an increasingly competitive and fast-changing world,” said the Party leader.
To realize Vietnam’s development aspirations, the General Secretary called on intellectuals and scientists to stand alongside the Party and the people to research, innovate, and contribute, focusing on science and technology, education and training, healthcare, high-tech agriculture, the digital economy, the digital society, green energy, and the circular economy.
The Party leader said the Party’s Central Committee is actively preparing for the 14th National Party Congress, aiming to make it a defining milestone that propels the nation into an era of prosperity and sustainable development. The General Secretary said the Party has determined new missions in the fields of culture, science, and the arts that align with the evolution of these sectors in order to build an advanced Vietnamese culture that embraces national identity.
Vietnam champions the pioneering roles of intellectuals, artists, entrepreneurs, and culturalists in enhancing cultural life, narrowing gaps in cultural access across regions and classes, and bolstering the development of culture in ethnic minority areas. Vietnam also encourages the creation and implementation of innovative and effective cultural models and institutions.

General Secretary To Lam called for continued preservation, enrichment, and advancement of Vietnam’s cultural identity in the digital age and modern era.
The Party leader said: "Artists should be soldiers on the spiritual front, continually creating works of ideological, aesthetic, and inspirational value that elevate and inspire the Vietnamese soul amid globalization and integration. They should embody dedication to their craft and actively engage in policy development and critique with a scientific, humanistic, and patriotic mindset. Intellectuals must not only research and teach, but also serve as gatekeepers and creators, contributing to shaping the nation's development path with devotion to the people, the country, and the enduring legacy of the Vietnamese nation."
Intellectuals, scientists, and artists are vital strength of the nation
Party leader To Lam said the Vietnamese Party, State, and People place great trust and expectations in intellectuals, scientists, and artists who are the core vanguard driving renewal and creating breakthroughs to ensure Vietnam’s rapid and sustainable development in this new phase.
“Vietnam’s current stature, strength, and international reputation are due to our country’s enduring cultural heritage, crystallized over 95 years under the Party’s leadership, 80 years of the Socialist Republic of Vietnam, and 40 years of national renewal. These accomplishments are the result of the unity, resilience, and relentless effort of millions of working people, including the intellectuals, scientists, and artists of the nation. The Party and State have always acknowledged and upheld the roles of intellectuals and artists, considering them the lifeblood of national longevity and the essential power of the nation,” said Mr. Lam.
The Party and State have adopted resolutions, mechanisms, and policies to create favorable conditions for cultural and artistic development. The National Assembly, Government, and related agencies continue to address bottlenecks in policy, budgeting, and investment and provide the resources and freedom needed for artists’ creativity.
A powerful, prosperous, democratic, fair, and civilized Vietnam is not merely a personal aspiration, it’s the mission of an entire nation. The support and contributions of intellectuals, scientists, and artists will be essential to making that mission a reality.
