Addressing the Special Policy Dialogue, Mr. Chinh said the Vietnamese government is accelerating its efforts to develop smart infrastructure and hopes to inaugurate a National Data Center by June.

Intelligent Age coupled with smart intelligence

Prime Minister Chinh said Vietnam will seize the opportunities of the Intelligent Age to make science, technology, innovation, and digital transformation the driving forces for Vietnam to achieve its goal of becoming a high-income, developed economy by 2045.

He described the Intelligent Age as a time of political stability, rapid yet sustainable economic growth, environmental protection, and inclusivity, so that no one is left behind. This era must be closely linked with the development of intelligent minds and data-driven infrastructure, he said.

To prepare for the Intelligent Age, Chinh said, Vietnam is committed to improving its institutional and legal frameworks to create a level playing field for stakeholders in the multi-sectoral economy, adding that the development of AI in Vietnam must be based on Vietnamese data.

The Party Politburo’s Resolution 57 on the development of science, technology, innovation, and digital transformation will provide a strong boost for investment in research and development in Vietnam, said Chinh. The Vietnamese Government is also focusing on ensuring intellectual property rights to create a fair legal framework for foreign investors in the technology sector, PM Chinh said, adding that it has made efforts to promote investment, mobilize social resources, and encourage businesses to develop transportation infrastructure and smart infrastructure.

Prime Minister Chinh said that although Vietnam had a low starting point and has a transitioning economy, through strenuous efforts it has become an important partner for research and development cooperation and an attractive investment destination for major tech groups like Samsung and NVIDIA.

Contributions to addressing global issues

Mr. Chinh highlighted Vietnam's contributions to addressing global issues like climate change and food security. As one of the countries most affected by rising sea levels, Vietnam has committed to achieving net-zero emissions and is advancing green transformation and green production initiatives. One example is the development of one million hectares of high-quality, low-emission rice, a project that supports global food security while promoting green growth.

The Prime Minister said Vietnam is working hard to improve institutional frameworks to unlock resources for renewable energy development, and has initiated a nuclear power project to ensure clean energy supply for national development. The Prime Minister’s remarks at the WEF dialogue underlined Vietnam's role as a responsible and proactive member of the international community, said Deputy Foreign Minister Nguyen Minh Hang.

"Vietnam keeps committed to being a reliable partner, an active, responsible, and potential member of the international community in the Intelligent Age, contributing to a prosperous and sustainable future for humanity." said Ms. Hang.

Prime Minister Chinh’s message amplified Vietnam’s vision of innovation and its readiness to lead in addressing pressing global issues while fostering inclusive growth.
