During his working trip to Hai Phong, General Secretary Lam proposed that Hai Phong develop an international logistics center linked to a modern port system, multimodal transport, e-commerce, green ports, and smart ports. While operating a new generation free trade zone, the city needs to coordinate strategic infrastructure projects like Lach Huyen Port, Nam Do Son Port, the Van Uc River area, upgrade Cat Bi International Airport and a multimodal connectivity system. The goal is to make Hai Phong a center for coordinating high-value trade, logistics, and service flows in the north, the Party chief added.

Urban space should be organized according to a multi-center model, expanding towards the sea, while coastal ecological cities and smart cities are linked to innovation centers. Simultaneously ecological industrial zones, high-tech zones, and marine technology research centers must be established.

Looking ahead to 2100, the city's planning should aim to build a global-competitive mega-city, a center for trade, logistics, and the maritime economy of East Asia. Hai Phong needs to proactively promote regional linkage mechanisms in infrastructure, logistics, tourism, human resource training, and marine environmental protection, creating a vast economic space and enhancing the competitiveness of the entire region.
