(VOVworld) – The 10^th plenum of the 11^th Party Central Committee concluded on Monday after 8 days of meeting. VOV reporter brings you excerpts of Party General Secretary Nguyen Phu Trong’s keynote speech reviewing major topics of the plenum.

Party leader Nguyen Phu Trong said members of the Party Central Committee discussed issues in a democratic and frank manner, and contributed valuable, precise recommendations to reports, projects, and other important work. The Political Bureau elaborated on controversial issues and the Party Central Committee adopted the plenum’s resolution.

Draft documents for the 12^th National Party Congress need further discussion

Party Leader Nguyen Phu Trong said the Party Central Committee basically agreed with the contents of the draft reports and documents, saying that they have summarized and reflected theoretical and practical issues over the past 30 years of renewal and evaluated 5 years of implementing the resolution of the 11^th Party Congress. Mr. Trong said: “The Party Central Committee needs to be fully aware of the importance of the 12^th Party Congress which will take place at a time when the Party and Vietnamese people have to fulfill several guidelines, targets, and tasks set in the Resolution of the 11^th Party Congress and evaluate the 30 years of renewal and 5 years of implementing the Platform for national construction during the transitional period to socialism, the Strategy for socio-economic development 2011-2020, and two years of implementing the 2013 Constitution. Vietnam has to continue to strengthen Party building and the political system, promote national strength, push ahead with national reform, protect socialism, maintain peace and stability, and build a foundation for becoming a modern industrial country.”

Party Leader Nguyen Phu Trong said it’s important to assess the outcomes of 30 years of renewal (1986-2016) and 5 years of implementing the resolution of the 11^th Party Central Committee which is an important historical period in national development, marking the maturity of the Party, State, and People. Mr. Trong said: “By objectively evaluating the situation and results achieved during the reviewed period and correctly forecasting national and global situations, we can identify the guidelines, targets, and tasks for national development 2016-2020. We need to have orientations and measures to boost industrialization and modernization, renew the growth model, restructure the economy, fine tune institutions, develop the socialist-oriented market economy, culture, and human resources, reform the management of social development, ensure social advancement and quality, strengthen national defense and security, protect national sovereignty of the Socialist Republic of Vietnam, be active and pro-active in global integration, advocate democracy, and build a Socialist State governed by law and a transparent, strong Party.”

Party Leader Nguyen Phu Trong said it’s necessary to analyze, review, discuss, and agree on new and difficult issues such as the concept and characteristics of the socialist-oriented market economy suitable to Vietnam’s development level, growth model, and economic structure.

Creating visible results in personnel and press planning

Party Leader Nguyen Phu Trong said the Party Central Committee made several recommendations to the Project on refining and re-arranging cadres and state-employees. The Committee stressed the requirement to attract competent people to Party and State agencies and socio-political organizations, renovate the organization and performance of public agencies, and align administrative and work mechanism reforms.

Mr. Trong said the 10^th plenum of the Party Central Committee underscored the necessity to issue and implement a Plan for Press development and management until 2025 to develop a professional and effective revolutionary press.
