The amended Article 110 stipulates that Vietnam’s administrative units shall be organized into two levels: provinces and centrally-run cities, and subordinate administrative units as prescribed by law. Special administrative-economic zones shall be established by the National Assembly. The resolution will take effect upon its adoption.

NA Chairman Tran Thanh Man said: “The amendment of the Constitution has become a large-scale political event, demonstrating the spirit of mastery, collective wisdom, responsibility, and patriotism of all social strata. The draft resolution was discussed in group sessions and debated three times in the plenary hall, reflecting the National Assembly’s prudence, seriousness, and responsibility in undertaking this significant task. The process of amending the Constitution has strictly followed all legal procedures, met required timelines, diversified public feedback channels, and enabled National Assembly deputies to express their viewpoints at this historic moment of the nation.”

Later the same day, lawmakers approved the revised Law on Organization of Local Government, paving the way for two-tier local government for the first time in Vietnam.
