(VOVWORLD) - Prof., Dr. Le Van Loi, President of the Vietnam Academy of Social Sciences, has underscored the need to innovate management thinking and refine policies suited to the new context so that digital transformation can truly become a driving force for development.

Loi made the remarks at a forum in Hanoi aimed at clarifying the role of digital transformation in renewing management methods and promoting socio-economic development, while also proposing policy recommendations to meet Vietnam’s development needs in the digital era.
He said that Politburo Resolution No.57 on breakthrough development in science, technology, innovation, and national digital transformation identifies digital transformation as one of the top priorities and a vital driver of rapid and sustainable national development.
Participants at the forum said that digital transformation must be understood as the central axis of the socio-economic development process. Developing digital skills for the entire population should be placed at the core of this transformation. In addition, they said, it is necessary to renew institutional thinking by shifting from administrative management to data-driven governance, while strengthening controlled pilot mechanisms to allow timely policy adjustments in response to emerging issues.
Delegates underlined the importance of a national data strategy, viewing data as a critical element of the infrastructure of the economy and society that requires comprehensive investment, inter-connectivity, and sharing.
They also suggested supporting businesses by value chains and linking digital transformation with innovation clusters. At the same time, there should be a shift toward a multi-stakeholder governance model, in which the State plays an enabling role, businesses provide solutions, and citizens actively participate in the policy-making process.
