NA passes Personal Income Tax Law, Press Law
(VOVWORLD) -The National Assembly on Wednesday passed 19 laws and 3 resolutions, including the revised Law on Personal Income Tax and the revised Law on the Press.

The revised Law on Personal Income Tax, which will take effect from July 1, 2026, stipulates a flexible tax schedule to ensure the rights of workers, as Minister of Finance Nguyen Van Thang said. “The tax schedule has been adjusted to reduce tax rates in some brackets to ensure fairness, avoid sudden increases, and provide incentives for workers. Specifically, the 15% tax rate in bracket 2 has been cut to 10%, and the 25% tax rate in bracket 3 down to 20%.”
Regarding personal deductions, the National Assembly tasked the Government with adjusting the deduction amount based on price and income fluctuations. The new law also raises the threshold for personal income tax liability for household businesses.
The revised Press Law, effective from July 1, 2026, clearly defines different types of journalism in the new context, as Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Social Affairs, put it. “The new law supplements policies for journalism development and resources for implementation, from financial mechanisms to infrastructure investment and tax incentives, in a more feasible direction. It identifies key multimedia news agencies, refines regulations on journalistic activities in cyberspace and AI application.”
Lawmakers also passed a Resolution on a number of special and outstanding mechanisms and policies to achieve breakthroughs in education and training development. This includes the unified use of a single set of textbooks nationwide starting from the 2026-2027 school year.
