The project consists of four buildings with 18 to 23 floors and 2,189 apartments. It has the total investment of 87 million USD and will be completed by 2029. This is one of the key projects of Lao Cai province to ensure stable housing for beneficiaries of social housing policies.

Prime Minister Chinh requested efforts to overcome all difficulties to complete the project on schedule, ensure quality standards, environment, and convenience for the people.

He asked Lao Cai province to be more determined, make greater efforts, build the province into a rich and powerful border province, pay more attention to people's lives, promote social security policies, especially the elimination of temporary, dilapidated houses and build affordable houses for people.

Later, Prime Minister Pham Minh Chinh paid a Christmas visit to Lao Cai parish, presented gifts to some parishioners' families, and inspected a project invested to build the Lao Cai-Hanoi-Hai Phong railway.
