At a meeting of the National Steering Committee for the implementation of Resolution 68 on Saturday, Prime Minister Chinh requested that the Decree on the operation of the Small and Medium Enterprise Development Fund be finalized by December 2025; the training program for 10,000 chief executive officers and the development program for 1,000 pioneering enterprises be completed by November 2025; and the national single-window investment portal for foreign investment attraction be launched.

The State Bank of Vietnam was assigned to finalize a decree guiding the 2% interest rate support policy for enterprises implementing green and circular projects.

“We believe that through solidarity and unity, we have collective strength,” Prime Minister Pham Minh Chinh emphasized. “We must mobilize all resources for development. When challenges arise, I encourage businesses to voice their proposals. State management agencies, in turn, must create favorable conditions and listen to businesses in the spirit of working together, benefiting together, winning together, and developing together toward shared happiness.”
