The Prime Minister emphasized that the goal of the Resolution is to streamline the political system, improve its effectiveness and efficiency, enhance autonomy, raise labor quality, and improve the quality of public services. It also aims to reduce state budget spending while increasing public welfare and participation.

Mr. Chinh requested the Ministry of Home Affairs to guide ministries, sectors, and localities to continue reorganizing public service units, state-owned enterprises, and internal focal points within agencies and organizations in the political system. For certain sectors such as healthcare and education, he asked for practical proposals to ensure rationality and achieve the ultimate goal of serving the people in the best possible way, thereby contributing to improving their material and spiritual well-being.

“The guiding principle is that people’s living standards must be improved, including their access to healthcare and the right to education. Policies must be based on reality to best serve the people’s needs. Decentralization should be implemented according to local conditions. The ultimate goal is to ensure the most convenient healthcare services for the people and guarantee that all pupils can attend school.”
