At a meeting of the European Council on Tuesday in Vienna, Russian Foreign Minister Sergei Lavrov rejected Germany’s initiative on the grounds that the agreement reached at the first Geneva conference has not been honoured. Lavrov said any conference that marginalises Ukrainians in eastern and south-eastern Ukraine will be pointless.
In Slavyansk, armed clashes killed 30 civilians and 4 soldiers. The Ukrainian army and the protesters blamed each other for the violence. Slavyansk is part of a military campaign by the Kiev government to regain control of government buildings in eastern Ukraine occupied by pro-federalisation protesters. Some 90 people, most of them protesters, have been killed in the past month.
