The strategy, unveiled by national security adviser John Bolton, is the first issued since 2011, when the Obama administration’s view of counterterrorism was focused almost exclusively on the threat posed by al Qaeda after the death of its founder, Osama bin Laden.

The strategy’s goals are far-reaching: pursue terrorists all the way to the source of their support, modernize counterterrorism tools, counter radicalization, protect US infrastructure, strengthen borders, and limit militants’ ability to recruit online. The document calls Iran the most prominent state sponsor of terrorism and lists Lebanese Hezbollah, Hamas, and Palestinian Islamic Jihad as terror groups supported by Iran that could pose a threat to the US.
