Addressing a UN General Assembly meeting in New York on Thursday, Ambassador Giang suggested that the Council increase the number of both permanent and non-permanent members to ensure fair representation for regional groups, especially for underrepresented groups of countries, including developing countries.
Besides admitting more members, it is necessary to improve the Council’s working method, including limiting the use of veto within the scope of measures regulated in Chapter VII of the UN Charter, he said.
