The visit is made at the invitation of Vyacheslav Victorovich Volodin, Chairman of the State Duma, and Valentina Ivanovna Matvienko, Chairwoman of the Federation Council of Russia.

This marks Chairman Tran Thanh Man’s first official visit to Russia in his role as National Assembly Chairman, and is the first visit by a key Vietnamese Party and State leader to Russia in 2024, following Russian President Vladimir Putin's visit to Vietnam in June 2024.

The visit aims to further implement the Joint Statement on deepening the Comprehensive Strategic Partnership between the two nations based on the achievements of 30 years of implementing the Treaty on the Fundamental Principles of Vietnam-Russia Friendship as well as future cooperation directions agreed in a phone call between General Secretary and President To Lam and President Putin on August 8, 2024.

The visit is expected to play a pivotal role in strengthening the Vietnam-Russia Comprehensive Strategic Partnership, and enhancing the collaboration between the Vietnamese National Assembly and Russia’s State Duma and Federation Council.
