Digital literacy initiative in Tuong Mai ward, Hanoi

(VOVWORLD) - The “Digital Literacy for All” movement has become a highlight of the digital transformation efforts of Tuong Mai ward in Hanoi. Local authorities have trained cadres and Party members in digital skills and provided digital literacy guidance to every household and resident.

In August, Tuong Mai ward launched the Digital Literacy for All movement in response to the directive of the Hanoi municipal People’s Committee on implementing the 45-day-and-night campaign to support digital transformation at communes and wards, serving the smooth operation of the two-tier local government model.

Mobile points have been set up to rapidly spread the movement within the community. Nguyen Thi Mai Lan, Head of the Culture-Social Affairs Division of Tuong Mai ward, said: “The ward has established 74 community digital transformation teams. We have organized training sessions for about 500 volunteers at residential groups. These mobile teams have reached out to every resident and household to help them better access digital transformation and new technologies.”

The “Digital Literacy for All” initiative helps residents access basic digital platforms and artificial intelligence (AI) applications, contributing to the development of digital government, digital society, digital economy, and digital citizenship. Youth Union members and community teams have come to every residential area to guide people using online public services.

Nguyen Ngoc Quynh, Secretary of the Youth Union of Residential Group 11, said the movement has attracted a large number of young people. “The “Digital Literacy for All” movement is very practical, helping residents easily access technology and become digital citizens. Young volunteers have been trained to help residents install the VNeID and iHanoi apps for land certification registration and other public services. We even visited households to assist people with installing the applications.”

Tuong Mai ward encourages people to learn online on binhdanhocvuso.gov.vn, so family members and neighbors can learn together. The ward is enhancing digital capacity for teachers and students by organizing the “AI Applications in Schools” contest, which focuses on virtual assistants, digital lesson preparation, smart attendance systems, and online learning games.

Tuong Mai ward currently operates 24 mobile “Digital Literacy for All” teams, each consisting 7 to 10 members, at public administrative offices and community meeting halls. They guide residents to install and use online public service applications such as VNeID, iHanoi, EtaxMobile, the National Public Service Portal, and the Ministry of Public Security’s Public Service Portal. After creating accounts, people can submit documents online, and follow administrative procedures.

Nguyen Duc Anh, a member of the mobile “Digital Literacy for All” team at the Tuong Mai Public Administrative Center, said: “Many residents still do not know how to use technology to register administrative procedures. We help them submit documents online, such as on the iHanoi, VNeID, and EtaxMobile apps. Then people no longer need to go to the People’s Committee headquarters, but can complete procedures at home through iHanoi app.”

With the help of the digital transformation teams and youth union members, many residents, like Mrs. Bui Thi Thu Huong, have been able to use online apps to access information and public services.

“I wasn’t familiar with the online apps. But with the volunteers’ guidance, I can use them now. This movement is very good. The volunteers are enthusiastic,” said Huong.

Tuong Mai ward continues to maintain mobile outreach sessions and broadcasts three times a week on loudspeakers about digital transformation. It also runs Zalo groups of residential clusters and updates information on the ward’s information portal.

Resident Dam Thi Ngoc Minh said: “With this ‘Digital Literacy for All’ movement, elderly people like me and my friends can learn and use digital services. We appreciate and are grateful for it.”

Through the “Digital Literacy for All” movement, residents in Tuong Mai ward have improved their digital skills, have access to and use technology in daily life and work, from online public services to building a digital learning community.
