(VOVWORLD) - A conference to review the performance of the government and local administrations in 2024 and set out tasks for 2025 was held on Wednesday, where the delegates reaffirmed their determination to promote comprehensive, resolute reforms.

In 2025 Vietnam prepares to address all potential challenges in an increasingly complex and unpredictable global and regional landscape. The challenges ahead are expected to outweigh opportunities, demanding resilience and strategic foresight.
Impressive achievements in 2024
In 2024, Vietnam met or surpassed all 15 set targets and recorded robust economic recovery with high growth, a stable macroeconomy, controlled inflation, and solid economic balances. Social security significantly improved and people’s living standard improved considerably. Vietnam’s economic growth exceeded 7%, the highest in the world amid global challenges.
At the conference General Secretary To Lam praised Ho Chi Minh City, Hanoi, and other major cities for their substantial contribution to national growth. He also acknowledged Bac Giang, Hoa Binh, Lao Cai, Tuyen Quang, Phu Tho, Nam Dinh, Thanh Hoa, Nghe An, Ninh Thuan, Binh Dinh, Dak Lak, Gia Lai, Kon Tum, Tay Ninh, Dong Nai, Long An, Tra Vinh and Kien Giang for their strong economic growth, high rate of public investment disbursement, and strong budget revenues despite difficulties.
Mr. Lam said: "We can confirm from the convincing figures given in the Government's report and the reports of ministries, sectors, and localities that we completed all socio-economic development targets set for 2024 despite "big waves, strong winds, and even storms” at the regional, national, and international level."
Strong commitment to complete all set tasks
Conference delegates emphasized the importance of 2025 in Vietnam's development, marking the dawn of an era of rise and prosperity. Vietnam will prioritize reform and streamlining of the political system, making it “Refined-Lean-Strong-Productive-Effective-Efficient”.
“This entails structural downsizing, extensive reforms in governance, increased transparency, and decentralization of administration, finance, and resource management. The Government has submitted a project to streamline the apparatus in accordance with the Party Central Committee's direction and the spirit of Resolution 18, promoting decentralization, delegation of power, and reduced administrative procedures,” said the Party leader.
General Secretary Lam urged consensus in awareness and action and underscored the urgency of economic reform, dynamism, creativity, and a daring approach by leaders at all levels.
He stressed the need to strengthen the financial, banking, and monetary systems and consolidate the legal system to ensure that every rule is stipulated under one law only.
“We need to build legal frameworks for new economic models and ensure the enforcement of intellectual property laws to foster creativity. The possibility of two-digit growth depends on Vietnam’s economic reform,” said Mr. Lam.

Prime Minister Pham Minh Chinh said that, in order to achieve an economic growth rate of 8% this year, the Government will review, assign specific tasks to ministries, agencies and localities, renew traditional growth drivers such as investment, consumption, and exports, develop breakthrough policies to mobilize social resources, and effectively utilize resources of businesses to increase their contributions to 65-70% of GDP.
The Government pledged to proactively implement Resolution 18, strengthen organizational restructuring to increase efficiency and effectiveness.
Prime Minister Chinh said: "Government members, and leaders of ministries, sectors, and localities pledge to uphold solidarity and responsibility before the Party, State, and people, joining forces with the business community, civil servants, citizens, and soldiers nationwide to implement the 2025 plan. This will create a firm foundation for the nation to firmly enter a new era – an era of national rise and prosperity."
History has shown that adversity strengthens Vietnam’s unity and determination. With its accumulated strength and unwavering resolve, Vietnam is confidently entering an era of strong national development and prosperity.
