Hanoi has topped PII for the third consecutive year and demonstrated its leading role in socio-economic development based on science, technology, and innovation. Following Hanoi are Ho Chi Minh City, Quang Ninh, Hai Phong and Hue City.

PII, built according to international standards, assesses a province's socio-economic development model based on science, technology, and innovation. It provides a locality's innovative strengths and weaknesses, serving as a practical tool for leaders to develop policies, attract investment, and foster competitiveness within each region.

India, China, Colombia, and Vietnam are pioneers in building provincial innovation indexes in the world.
