[VOVWORLD] - October 17 is observed as Vietnam’s Day for the Poor. The goals of poverty reduction are to help people overcome immediate hardship, create the conditions for them to escape poverty, and mitigate the risk of poverty relapse. [VOVWORLD] - The fourth Plenum of the 14th Communist Party of Vietnam Central Committee concluded in Hanoi on Thursday. One of the key issues discussed was building a strong cadre workforce and fundamentally reforming personnel policy.
