Developing cultural industries: From Party Congress resolutions to practice

(VOVWORLD) - The Resolution of the 13th National Party Congress identified culture as an inner strength and a key driving force for national development. From these breakthrough orientations to their practical implementation during the 2021-2025 period, Vietnam’s cultural industries have undergone clear and dynamic transformations, and are steadily entering everyday life and opening a new stage of development that is sustainable, modern, and rich in cultural identity.

Building on the 13th National Party Congress’s orientation, the National Assembly approved the investment policy for the National Target Program on Cultural Development. Moreover, cultural industries were included for the first time in the documents of the 13th Party Congress, marking a strong shift in the development thinking. Over the past five years, the cultural market has recorded an average annual growth rate of 7.2%, demonstrating that culture is steadily integrating into the economy.

“The most important factor is that we have achieved a correct and comprehensive awareness of culture. Culture is not merely art; it is a spiritual driving force, an internal resource, and a driver of development. Culture must be placed on an equal footing with the economy and politics, becoming a regulatory force for the sustainable development of society,” Minister of Culture, Sports and Tourism Nguyen Van Hung, said.

Alongside changes in awareness and organization, specific policies continue to create momentum for culture to enter the creative economy. The Government’s Directive 30 on developing cultural industries, together with the National Target Program on Cultural Development for the 2025-2035 period, has created a relatively synchronized framework for a new stage of development.

“Cultural industries have seen very positive changes. Films, cultural activities, and major concerts have contributed to economic development,” Tran Hoang, Director of the Copyright Office of Vietnam under the Ministry of Culture, Sports and Tourism, said.

At present, cultural industries are entering a new stage that requires sustainable growth. Shaping value chains and linking creativity with communities and social life have become a central issue.

“We have clearly recognized the nature of cultural industries and identified fundamental solutions. The value chain is gradually being formed, in which the creation of cultural products and services must be closely linked with local communities and creative destinations,” Associate Professor Dr. Nguyen Thi Thu Phuong, Director of the Vietnam Institute of Culture, Arts, Sports and Tourism, said.

In the context of deep and extensive international integration, cultural industries also serve as an important channel for promoting soft power and enhancing national standing. When cultural identity is transformed into creative products with widespread influence, culture becomes a strategic resource for national development, Le Hai Binh, Deputy Director of the Ho Chi Minh National Academy of Politics, said.

“Vietnam possesses a long and proud history and a rich cultural tradition, along with a diverse system of tangible and intangible cultural heritage. We have a dynamic community of young people endowed with creativity and the ability to grasp global trends. Our potential to develop cultural industries and the creative economy is therefore very clear. The vigorous development of the creative economy and cultural industries will strongly affirm Vietnamese identity on the international stage,” said Binh.

From the spirit of the 13th National Party Congress to practical implementation in the 2021-2025 period, culture is being placed in its rightful position, both as the spiritual foundation of society and as an internal strength and driving force for development, contributing to the realization of the aspiration for a prosperous, happy, and sustainably developed nation.
