(VOVWORLD) - Addressing the closing session of the 8th plenum of the 13th Party Central Committee on Sunday, Party General Secretary Nguyen Phu Trong said the work the Party, army, and people have to do in the remaining months of this year and next year is particularly important to successfully implementing the Resolution of the 13th National Party Congress.

Mr. Trong said it is necessary to effectively implement the guidelines, policies, goals, and tasks which were agreed upon by the Party Central Committee, including boosting socio-economic development, improving social policies, promoting great national unity, building a contingent of intellectuals, and implementing the National Defense Strategy in the new situation.
Improving social policies
The Party leader said the Party Central Committee issued a Resolution to renew and improve social policies to meet the requirements of national construction and defense in the new period, inheriting and supplementing the Resolution of the 5th plenum of the 11th Party Central Committee.
“The new Resolution covers all social policies, focusing on innovating and improving the quality of social policies to meet the requirements of national construction and defense until 2030, with a vision to 2045. The approach has been adjusted from guarantee and stability to stability and development in association with sustainable social development management, social welfare improvement for all people, and social security and human security assurance,” said Mr. Trong.
Mr. Trong said social policy is for the people, demonstrating the good nature of the Vietnamese regime. Developing and implementing social policies must always put the people at the center and equate investment in implementing social policy goals with investment for development. Innovating and improving the quality of social policies is an important strategic task that must be placed under the Party’s direct leadership.

Continuing to promote the tradition of great national unity
At the recent plenum, the Party Central Committee reaffirmed that great national unity is a precious tradition which has been promoted throughout the long history of national construction and defense.
Party leader Trong said: "In the new development period, it’s crucial to continue promoting great national unity, create social consensus, and inspire patriotism, self-reliance, national pride, confidence, and a desire to contribute to the goal of making Vietnam a developing country with modern industry and high middle income by 2030, and a developed, high-income, socialist-oriented country by 2045.”.
To achieve those goals, the Party leader urged the Committee to build and implement appropriate guidelines and policies, continue to promote the tradition of great national unity, continue to build and rectify the Party and political system, and maintain the Party's central role in building and promoting great national unity.
Building a contingent of intellectuals in the new period
The Party Central Committee agreed on the need to issue a new Resolution on continuing to develop a contingent of intellectuals to reinforce national power, meet the requirement of proactively participating in the 4th Industrial Revolution, promoting innovation, industrialization, modernization, culture revitalization, and building the Vietnamese people in the new era.
Party leader Trong said: “The Party Central Committee stresses the need to strongly renew mindset and action to see the Vietnamese intellectuals as a high-quality and creative labor force, who have the honor and responsibility of pioneering, innovating, and contributing to national construction and defense, improving general knowledge, and training human resources and talents in all fields. They will make important contributions to elevate national strength and promote rapid and sustainable development. They are the force to improve the alliance of the working class, the peasantry, and the intellectuals under the Party’s leadership.”
Party General Secretary Trong said the new situation requires better promulgation and implementation of the Party Central Committee's new Resolution on the National Defense Strategy in the new situation.
In conclusion, Mr. Trong said that the results of the 8th Plenum of the 13th Party Central Committee will create a new momentum for further synchronous and comprehensive innovation, building a clean and strong Party and political system, and ensuring rapid and sustainable national development.
